Short answer
Connecticut sits entirely in the ENERGY STAR Northern climate zone. Under version 7.0, effective October 2023, a qualifying window needs a U-factor of 0.22 or lower and a solar heat gain coefficient of at least 0.17. Both numbers are printed on the NFRC label, and the SHGC figure is a minimum rather than a maximum.

Window sales conversations are full of numbers, and almost all of them are marketing. Two are not. Both are printed on a label attached to the glass, and between them they tell you whether a window is suited to a Connecticut house.
Connecticut is a Northern zone state
All of Connecticut sits in the ENERGY STAR Northern climate zone. That single fact drives both requirements, because a Northern zone window is optimized for a house that spends far more energy heating than cooling.
Under ENERGY STAR version 7.0, effective October 2023, a qualifying window in this zone needs:

U-factor: how much heat leaves
U-factor measures how readily heat passes out through the whole window assembly — glass, frame and spacer together. Lower is better.
At 0.22 or lower you are looking at double glazing with a low-emissivity coating and usually an inert gas fill, in a frame that does not conduct heat straight through itself. That is the practical shape of the requirement.
What this number does for you day to day is less about the utility bill and more about the wall. A cold window surface pulls heat from your body and creates the downdraft that people describe as a draft even when nothing is leaking. Lower U-factor means a warmer inside surface, which is why a room with new windows feels different immediately.
SHGC: how much sun gets in, and why you want some
Solar heat gain coefficient measures how much of the sun's heat passes through the window. It runs from 0 to 1.
Here is the part that gets sold backward: in Connecticut, SHGC is a minimum requirement, not a maximum.
In a cooling-dominated climate — Florida, Arizona — you want a low SHGC, because sunlight coming through the glass is heat you then pay to remove. Connecticut is the opposite. Our heating season is long. Sunlight coming through a south-facing window in January is heat you did not pay for.
A window with an aggressively low SHGC, sold on the promise of "blocking heat," throws that away for eight months of the year to save you something in two. That is why the standard sets a floor of 0.17 rather than a ceiling.
The NFRC label
Both figures live on the NFRC label — the sticker on the glass. It is standardized, it is independent, and it describes the whole window rather than the center of the glass.
Ask to see it. A brochure claim about "energy efficient" glass without an NFRC number attached to the specific unit being quoted is not a specification. This matters most when comparing quotes: two windows described identically in prose can be meaningfully different on the label.
What the label does not tell you
The rating describes the window. It does not describe your wall after the installer has left.
A correctly rated window installed badly performs worse than a modest window installed properly. The things that decide that are:
- Insulation of the gap between the window frame and the rough opening. Low-expansion foam, packed properly, not left hollow.
- Flashing and sealing at the sill, so water that gets past the exterior trim goes back out rather than into the wall.
- Squareness. A window racked in the opening will not seal along its whole length no matter what the sash gasket is rated for.
This is why installation method belongs in the comparison alongside the numbers.
Insert versus full-frame
An insert window sits inside the existing frame. It is faster, cheaper, less disruptive, and it keeps your existing interior and exterior trim. It also makes the glass area slightly smaller, because you are adding a frame inside a frame.
A full-frame replacement takes the old unit out completely, back to the rough opening. It costs more and requires re-trimming, but it lets the installer see and correct what is behind the trim — and it does not shrink the opening.

What to ask for
- The NFRC label for the exact unit quoted, with U-factor and SHGC.
- Whether the quote is insert or full-frame.
- The clear opening dimensions for any bedroom window.
- How the gap around the frame is insulated and how the sill is flashed.
